Lavrov, armed with what Kenya needs, gets Nairobi’s ear

Russian Foreign Minister Sergey Lavrov on Monday received Nairobi’s audience on Moscow’s war in Ukraine, after first presenting the goodies needed in Kenya.

Mr Lavrov’s one-day official trip saw him meet with Kenya leaders including President William Ruto, Foreign Affairs Cabinet Secretary Alfred Mutua and National Assembly Speaker Moses Wetang’ula. President Ruto said, after the meeting, that Kenya will work to deepen relations with Moscow.

A dispatch from State House said the two countries will sign a trade pact, before the end of the year, to “give business the necessary impetus.”

Lavrov, who hadn’t got an audience in Nairobi in the last three trips to Africa was talking about the war in Ukraine, but also about what Moscow thinks Kenya needs: Food and how to pay for it.

“We gave our detailed evaluation of what is happening in Ukraine and why Russia is defending itself against an attempt against Russian language and culture…and attempts to destroy all things Russian,” Lavrov told Russian media in a press conference livestreamed on Telegram. He discussed agriculture, telecommunications, trade and the upcoming Russia-Africa Summit, he said.

Lavrov’s press conference targeted his audience back home. He spoke in Russian to Russian media. But the visiting Russian top diplomat was referring to the ongoing food security problem in Africa. Moscow, he said, was sending 34,000 metric tons of fertiliser to Kenya, part of a donation Moscow says it has been making to the world’s poor.

Then he argued the grain shortage is a “geopolitically induced” problem. In Nairobi, he argued for a special arrangement where countries settle each other’s payments in local currencies, a suggestion first fronted by the BRICS group of emerging countries such as India, China, Russia, Brazil and South Africa.

“The share of the dollar is decreasing. This (alternative payment system is an existing process. It is beginning to gain pace. In essence, this is going to have a good effect on the world economy,” Lavrov said, referring to the currency discussions and what Kenya thinks.

“In terms of Kenya specifically, our commodity trade is not that big yet, unfortunately. But as gets bigger, transiting into settlements in national currencies, this is the future of world trade.”

“We need to guard ourselves against the negative impact of mechanisms created by the West. We need to build supply chains that are independent of Western blackmailing.”

Russia, sanctioned by the West since last year, has been spearheading the development of a new currency to be used for cross-border trade by the BRICS nations, but which it says will be open to other countries.

The potential currency could provide economic independence while competing with the existing international financial system currently dominated by the US dollar, which accounts for about 90 percent of all currency trading. The dollar also accounts for nearly all oil trading.

Recently, some countries like Kenya and Tanzania begun bilateral discussions with countries they import from to settle payments in local currencies. India has since accepted certain payments from Dar and Nairobi in this format.

But Kenya’s pressing need is food. Lavrov argued Moscow’s invasion of Ukraine did not cause food shortages being seen on the continent, with some parts reporting famine. Instead, he blamed the West for sanctioning Russia, then diverting grain sold through a special window to other places not as needy as Africa.

Honest discussion

“We are open for a sincere and honest discussion with every country, primarily, with our African friends of the real reasons for the threat of famine in Africa and those who created it,” Lavrov’s Spokesperson Maria Zhakarova told a briefing on Monday.

“We can explain what obstacles we have to overcome to ensure unconditional fulfillment of our international commitments on the supplies of food, fertiliser and other strategic goods to the countries that need them the most,” she said.

Fertiliser is what the government of President William Ruto has needed the most. Facing rising prices of basic food and costly importations, President Ruto has set out to find cheaper fertilizer and seed. It has meant he talks to Russia and its enemies in the West. Last year, Ruto reversed a decades-long policy banning genetically modified maize in Kenya. He then authorised importation.

But Nairobi was critical of Russia’s invasion of Ukraine last year and its envoy to the UN, Dr Martin Kimani had given a speech back in February last year in which he condemned the invasion as one that could strengthen dying empires of the world. Since then, however, Nairobi has adopted African Union’s call for dialogue.

In Nairobi Lavrov said Russia, in spite of agreeing to a special window for grain exports has been unable to deliver the grain to Kenya and other poor countries. Both Russia and Ukraine are world’s biggest producers of wheat. When the war began, Russia was sanctioned by the West who blocked transactions including settling payments.

The window known as the Black Sea Initiative was reached on the support of the UN and Turkey and means that grain from Ukraine, blockaded by Russia, and fertilizer from Moscow can be transported if it is to serve the need of hunger.

Yet Lavrov said just about 3 percent of the 30 million tons sent through the arrangement have been shipped to Africa. “Today, Russian representatives in the Istanbul-based Joint Coordination Centre are literally fighting to include bulk carriers bound for Africa into the Black Sea Initiative,” said Ms Zhakarova.

“On the contrary, Ukrainian officials are insisting on priority registration of the biggest vessels in a bid to gain maximum profits. they have no interest in (helping) starving Africans.”

Lavrov was also speaking of reforms at the UN Security Council. The 15-member body whose decisions are binding to the entire UN member states has no representatives from Africa with veto powers.

“The UN Security Council’s Problem is the over-representation of the western states,” he argued.

“Out of 15 current members, six are represented by the US and their allies. Accepting representatives from Africa, Latin America and Asia will be the only way of ensuring proper representation in this key authority of the United Nations Organisation.

The French-Ethiopian high school in Addis Ababa, a flagship in decline

LETTER FROM ADDIS ABABA The French-Ethiopian high school Guébré-Mariam, in Addis Ababa, in 2009. WIKIMEDIA It was the institution of excellence for an entire nation. Opened in 1948 at the request of Emperor Haile Selassie, himself a French speaker, Gébré-Mariam High School straddles four hectares on Churchill Avenue, the Champs-Elysées of Addis Ababa. It is a factory that churns out the elite, nestled idyllically between the Ethiopian capital’s city hall, the central bank, the offices of the national TV broadcasting corporation, and the Black Lion Hospital, the largest in the country. Named after an Ethiopian resistance fighter who battled against the occupation of fascist Italy, the school has seen its share of prestigious students: children of the “Red King” Mengistu Haile Mariam, then the children of Meles Zenawi, prime minister from 1995 to 2012. The current president, Sahle-Work Zewde, was educated there before leaving to study in France. Many diplomats from the African Union, whose headquarters are located in the Ethiopian capital, have enrolled their children there. But the French-Ethiopian high school has lost its luster. It has reached the point where some French diplomats now prefer sending their children to British or American private schools, which are much more expensive. Jean-Pierre Pasquiou, the interim principal, acknowledged as much in an internal email in 2022: “Our school is in a difficult position and we all fear that the various adverse factors (…) will sound the death knell of this school which has lasted nearly 75 years, against all odds.” Four directors in four years A school “rotten from the inside,” which has “forgotten its primary mission of education”: The picture painted by the teachers, administrators and parents interviewed by Le Monde is a bleak one. The school has had four principals in four years, two of whom were fired. It is more notable today for its bad management than for the academic achievements of its students. According to teachers, the decline is due to a lack of resources. On the one hand, the school was exempted by the Agency for French Education Abroad (AEFE) in 2022 from paying its contribution, a yearly savings of about €1.2 million. Nonetheless, the institution remains weakened. Parents of Ethiopian students – who make up 70% of the middle and high school pupils – have been adamantly refusing to accept an increase in school fees. It is a blow to the institution in a country plagued by inflation. As a result, the salaries of local teachers border on the ridiculous, and “some recruits have a poor command of the French language in which they are supposed to teach. It’s a vicious circle,” said one teacher regretfully. A language teacher recruited in 2022 was promised an income equivalent to €1,700 per month during her remote interview, only to arrive at the school and discover that her contract stated a salary of €1,145. And teachers on local contracts went several months without receiving their paychecks. ‘A diplomatic tool’ At a time when the school desperately needs resources, a union representative has become upset at the priority given to modernizing its infrastructure – for instance, a brand new climbing wall was built for about €100,000, he said – at the expense of recruiting qualified staff and supervisors. “For the French authorities, it has become a diplomatic tool,” he declared indignantly. With its 1,700 students, the French-Ethiopian high school is one of the main cooperative ventures between the two countries. Decision-making can be quite tricky: It relies on France to meet half of its needs, to the tune of €4 million, and on Ethiopia’s Ministry of Education for the other half. ‘Lack of personnel’ Worse, last year, a schoolboy repeatedly broke into the kindergarten building and abused at least two young girls during the lunch break. A complaint has been filed in Ethiopia. The “real anger” of the girls’ parents stemmed from the fact that “the aggressor had been the subject of two incident reports in the spring of 2022,” per the office of lawyer William Bourdon who has taken over the case. The reports concerned acts of exhibitionism and touching, for which the teenager had been suspended for one week. Parents were likely not informed about the punishment or details of those incidents. “This incident cannot be reduced to an isolated act since it is part of systemic dysfunction affecting the school, in particular a lack of personnel,” said the lawyer, in conclusion to a letter addressed to Education Minister Pap Ndiaye and to the AEFE. The latter replied four months later that the student had been expelled and that his mother, who worked at the kindergarten herself, had been dismissed. The AEFE also promised enhanced supervision. But bad deeds have been commonplace. The current year has been marked by the discovery of drug trafficking within the school and by threats made by a student – the son of an African ambassador in Addis Ababa – against his teacher. When contacted, the school administration did not wish to comment. The case comes as another French school abroad, the Lycée Charles-de-Gaulle in London, has suffered similar misfortunes. It has just received the worst possible rating by the British authorities who declared that “Leaders do not consistently reach out to external agencies quickly enough when child protection concerns arise,” according to Ofsted, the UK’s inspection service. Zanu-PF’s spirited attempts to introduce a law that will impose a death penalty on ‘unpatriotic’ Zimbabweans is an assault on human rights to freedom of assembly, association and expression analysts say.President Emmerson Mnangagwa’s ruling party on May 31 moved a step closer to having the so-called Patriotic Bill come into law after Parliament passed the Criminal Law (Codification and Reform) Amendment Bill. The bill that will now be debated by the Senate before it is sent to Mnangagwa for his signature seeks to introduce so-called patriotism provisions.First gazetted in December 23, 2022, the proposed law seeks to criminalise Zimbabweans involved in actions that “undermine Zimbabwe’s sovereignty, dignity and independence”.Some of the offences listed in the bill include “wilfully injuring the sovereignty and national interest of Zimbabwe”.It also seeks to criminalise “participation by Zimbabweans in meetings inside and outside Zimbabwe on issues of military intervention, subverting/ upsetting/ overthrowing or overturning the constitutional government, or on economic sanctions and trade boycotts.”The Zimbabwe Lawyers for Human Rights (ZLHR) said the bill was not going to pass the constitutional test if Mnangagwa goes ahead to sign it.”Following a critical analysis of these provisions, ZLHR concluded that the provisions are vague, lack certainty, are imprecise, and are thus prone to abuse by law enforcement,” ZLHR said.”The bill does not define “sovereignty” and “national interest”, which could be interpreted broadly and subjectively to criminalise the legitimate conduct of those asserting their freedom of expression.”ZLHR is gravely concerned that the bill penalises citizens and residents for merely attending a meeting where sanctions are considered, whether the sanctions target any individual or official or class of individuals.”The vague criminalisation of meetings between Zimbabwean citizens and foreign governments violates human rights to freedom of assembly, association and expression guaranteed in the constitution.”Zimbabwe has also voluntarily agreed to be bound by numerous United Nations and African Union human rights instruments providing these rights.”The group of lawyers said if the bill becomes law it would be used to silence civil society organisations and other government critics.Zanu-PF legislators early this year also passed the controversial Private Voluntary Organisations (PVO) Amendment Bill, which was condemned by United Nations experts saying it would severely restrict civic space and right to freedom of association in the country.Mnangagwa is yet to sign the bill into law over three months after it was passed by the Senate.ZLHR said the latest law targeting government critics will have the chilling effect of silencing Zimbabweans.”Once enacted into law, these patriotism provisions will have extraterritorial application and criminalise participation by Zimbabweans in meetings held in other countries,” the lawyers added.”This will have a chilling effect of silencing Zimbabwean civil society organisations’ international advocacy efforts to promote human rights protection in Zimbabwe.”ZLHR added: “The right to participation of civil society organisations at regional and international meetings is guaranteed under international law.”Of grave concern in the bill are the excessive penalties for wilfully injuring the sovereignty and national interest of Zimbabwe, which include the death penalty, lengthy imprisonment, revocation of citizenship, prohibition from being registered as a voter or voting at an election for a period of at least five years.”Some of the penalties are manifestly unconstitutional, the lawyers said.They argued that the death penalty can only be imposed on a person convicted of murder in aggravating circumstances, as provided for in section 48 of the constitution.”The penalty of prohibition of registration as a voter or voting at an election violates political rights as provided for in section 67 of the constitution as read with paragraph 2 of the Fourth Schedule to the constitution, which provides for disqualification for registration as a voter only if a person has been convicted under the Electoral Act,” ZLHR said.

Death toll rises to 15 as tensions persist in Senegal

Tensions remained high in Senegal on Saturday after fresh overnight clashes brought the death toll to 15 in the two days since a court convicted opposition leader Ousmane Sonko.

Sonko’s ongoing legal woes have prompted rare flare-ups of violence in Senegal, typically a bastion of stability in West Africa, and foreign allies have urged a return to calm.
Sonko, a 48-year-old former tax inspector, was initially charged with rape but was convicted on a lesser charge of morally “corrupting” a young woman and sentenced to two years in prison.
He claims the charges against him were a bid by the government to torpedo his political career ahead of the presidential election next year.
His conviction may take him out of the running for the 2024 poll.
Clashes between Sonko’s supporters and police broke out after the ruling on Thursday, leaving nine people dead.
Shops and businesses were ransacked.
The army was deployed to the streets but fresh scuffles erupted on Friday night in parts of the capital, Dakar, and in Ziguinchor.
They left another six dead, government spokesman Maham Ka told AFP.
Burned-out cars, tyres and debris-strewn streets bore testimony to another night of violence.
The government has acknowledged that it has restricted access to social networks such as Facebook, WhatsApp and Twitter in order to stop “the dissemination of hateful and subversive messages”.
Government spokesman Abdou Karim Fofana said on Friday that the violence was not fuelled by “political demands” but “acts of vandalism and banditry”.

“These are difficult times for the Senegal nation that we will overcome,” he told TFM.
Arrest looming
Sonko, who was tried in absentia, has yet to be taken into custody for his jail term, which is predicted to cause further tensions.
He is presumed to be at his Dakar home, where he has been blocked in by security forces since the weekend. He alleges he is being “illegally held”.
Sharp-tongued and charismatic, Sonko has drawn a strong following among Senegal’s youth, who love his barbs against a political elite he refers to as the “state mafia”.

He has spoken out against debt, poverty, food insecurity, under-funded health and education systems and corruption.
Sonko, who has two wives, portrays himself as a devout Muslim and defender of traditional values, and has called for harsher penalties for same-sex relations.
Supporters of President Macky Sall, however, see him as a rabble-rouser who has poisoned political discourse and sown instability.
Dakar residents interviewed by AFP said they feared the possible consequences of his arrest.
“I am really scared because we don’t know how this will all end,” said 46-year-old Fatou Ba, a businesswoman in the Dalifort neighbourhood of Dakar.
“If they want peace they won’t go and fetch Sonko,” she added.
Another Dalifort resident, Matar Thione, 32, said he felt unsafe in the country.
“If the protests continue, life is going to get even harder,” he said.
Students have been plunged into uncertainty, forced to leave the capital’s main university campus after violent clashes lead to widespread destruction.
“We didn’t expect this. Political affairs shouldn’t concern us,” said Babacar Ndiaye, a 26-year-old student.
“But there is injustice,” he added, referring to Sonko’s conviction.

Proud’ democracy
On Friday, United Nations Secretary-General Antonio Guterres condemned the violence and “urged all those involved to… exercise restraint”.
The African Union said the head of its executive commission, Moussa Faki Mahamat, strongly condemned the violence and urged leaders to avoid acts which “tarnish the face of Senegalese democracy, of which Africa has always been proud”.
The European Union and Senegal’s former colonial power France also expressed concern over the violence.
Rights group Amnesty International has urged authorities to stop “arbitrary arrests” and lift restrictions on access to social networks.

ADDIS ABABA, June 2 (Xinhua) — The international community has expressed concern over the continued fighting in Sudan and stressed that there is no military solution to the conflict. Members of the Expanded Mechanism for the Resolution of the Conflict in Sudan made the call during the third meeting of the mechanism in Addis Ababa, the capital of Ethiopia, the African Union (AU) said in a statement issued Thursday. “The expanded mechanism expressed concern at the lack of full implementation of the humanitarian ceasefire and the deteriorating humanitarian situation,” the statement read. The meeting underlined the importance of a coordinated approach to resolving the crisis and the need for an African-led Sudanese-owned process. The expanded mechanism brought together representatives from the AU, the Intergovernmental Authority on Development (IGAD), the United Nations, the League of Arab States, the European Union, the permanent members of the UN Security Council (UNSC), the African members of the UNSC, Sudan’s neighboring countries, countries designated by the IGAD to engage the belligerents, and Comoros, among others. The participants cautioned against the proliferation of uncoordinated initiatives that would undermine the collective effort and the sovereignty of Sudan. The expanded mechanism urged the parties to the conflict in Sudan to fully commit to undertaking their obligations to protect civilians and civil infrastructure and ensure the delivery of unhindered humanitarian assistance. The meeting participants further underscored the role of the neighboring countries, not only with regard to receiving large numbers of refugees, but also with respect to the potential spill-over effect of the conflict on the broader region. During the meeting, representatives from the UN and IGAD delivered statements as members of the Trilateral Mechanism. The UN provided an update on the status of humanitarian assistance to the displaced population in Sudan. The IGAD, an East African bloc, expressed its commitment to fostering peace in Sudan and stressed the need for a single, inclusive, consolidated political process. Sudan has witnessed deadly armed clashes between the Sudanese Armed Forces and the paramilitary Rapid Support Forces in the capital city of Khartoum and other areas since April 15, with the two sides accusing each other of initiating the conflict. According to the Sudanese Doctors Union, the number of civilian deaths since the beginning of the clashes has risen to 863 with 3,531 injuries. The United Nations Office for the Coordination of Humanitarian Affairs recently said over 1 million people have been displaced since the conflict began, fleeing to safer locations inside and outside Sudan. ■
